Since China closed its borders to foreign visitors in 2020, the detailed entry and exit policies have been changed from time to time as the epidemic prevention and control status continues to vary both locally and abroad. It is necessary to keep track of the rules to develop time- and cost-effective plans.
Based on the latest policy changes and recent real-life inquiries, Ellen Yin, Manager of HR and Payroll Services, and Allan Xu, Senior Manager of Business Advisory Services from Dezan Shira & Associates, one of DUSA Members and a pan-Asia multidisciplinary FDI service firm, will provide a comprehensive interpretation of China's current entry and exit regulations and address the most concerned questions for expatriates and their employers in China.

Ellen Yin
Manager, HR & Payroll Services of Dezan Shira & AssociatesEllen Yin currently works as the Manager on the HR & Payroll Services team of Dezan Shira & Associates' Shanghai office. She advises clients on employee relationships, C&B recruitment, training, salary structure, and performance appraisal. With over several years of experience in Human Resources and Payroll Management, Ellen is familiar with China labor regulation and is able to help clients identify risks and weaknesses through HR Audit work.
Before joining Dezan Shira, Ellen has served multiple positions at several big enterprises and SMEs. Ellen has a Master's degree in Business Administration from Zhejiang Normal University and a Bachelor's degree in Human Resource Management from Hunan Technology University. She also holds the level one China Human Resources Certificate.

Senior Manager, Business Advisory Services of Dezan Shira & AssociatesAllan Xu is a Senior Manager on the Business Advisory Services team at Dezan Shira & Associates' Shanghai office. She provides legal advisory on FDI investment vehicle, investment structure, deal structure, capital structure, incorporation, daily operation, mergers & acquisitions, restructuring, liquidation, contract drafting and review, intellectual property protection, trademark registration, labor law, labor arbitration, work permits and residence permits for expatriates. She is also familiar with incorporation of different types of Singaporean entities such as private limited companies, branches and representative offices etc.
Prior to joining Dezan Shira & Associates, Allan worked as an arbitrator in a district Arbitration Institute in Shanghai from 2007 to 2013, then joining a multinational consulting firm providing legal advisory services and corporate secretarial services to foreign investors. In 2013 and 2014, she worked in Singapore for 7 months to assist Chinese investors doing business in Singapore.
With more than 14 years of legal practice, Allan is experienced in incorporation, corporate compliance, mergers and acquisitions, restructuring, legal due diligence, project investment, international trade, offshore investment, intellectual property, labor law, contract review and drafting, dispute settlement, arbitration and litigation. She has dealt with more than 2,000 labor arbitration cases as a labor arbitrator.
Allan has a degree in Law from East China University of Political Science and Law, and also holds the Certificate of Lawyer’s Qualification.
