A draft law (seventh draft amendments to the PRC individual income tax (IIT) law) containing broad changes to the IIT system was submitted to the Standing Committee of the National People's Congress for deliberation on June 19, 2018, and released to the public for consultation on June 29, 2018. The public consultation has been closed by July 28, 2018.


Highlights of proposed changes are outlined as below:


· Definition of resident

· Tax categories

· Tax rates and brackets

· Standard deductions

· Additional itemized deductions

· Tax assessment, collection, and filing

· Tax clearance upon immigration

· Anti-avoidance rules


If the legislative authorities pass the draft, the new rules generally should become effective on January 1, 2019,

although some measures, such as the increased standard deduction, would be effective as early as October 1, 2018.


Speakers from Deloitte will explain above highlighted changes in details. And they will share their views and suggestions to the company and individuals to be prepared for the PRC IIT reform.


In addition, Deloitte tax team will also share recent major tax legislation changes with respect to China EIT, VAT, etc.
