With rapid changes in business environment, especially effects of Pandemic Outbreak on Economies and business, China's tax rules and regulations have been changed frequently since 2020. The new rules and regulations have had significant impacts on enterprises in the PRC. We are delighted to invite Ms. Kelly Guan and Ms. Helen Ha, tax partners from Deloitte, to summarize the tax policies updates in 2022.
The presentation will encompass the following subjects:
- Quick update of tax administration environment;
- PRC tax regulation updates(e.g. TP, e-invoice, tax preferential treatment, individual income tax etc.);
- Suggested actions taken by the enterprises;
- PRC individual income tax ("IIT") annual amendment filing and reconciliation filing.

Tax Partner in the Business Tax Services Practice at Deloitte ChinaKelly is tax partner in the Business Tax Services Practice in Deloitte China. She has over 18 years of experience in the tax and accounting profession, including more than 16 years with Deloitte Suzhou.
Kelly has extensive experience advising multinational companies investing in China, general corporate tax compliance, tax consulting, transfer pricing compliance and advisory services.
Kelly provided indirect tax and Customs related advisory services to numerous multinational companies. These services included China Customs compliance review, indirect tax compliance review, and other advisory (e.g. business model conversion, processing trade, etc.
Kelly was invited as the speaker to share hot tax topics in lots of seminars in the past. Kelly also acted as the member of judging panel in Deloitte Tax Championship.
Kelly has been seconded to Deloitte Brussels office in Belgium in 2013. Kelly is a Member of Charted Professional Accountants of Canada.
Helen Ha
Tax Partner with Global Employer Services Team at Deloitte East ChinaHelen Ha is a Tax Partner with Global Employer Services Team in Eastern China. Helen started her career with another "big 4" and has over 20 years experience in the GES area.
Helen has served a wide range of key accounts in industries such as famous automobile manufacturing companies, leading financial institutions, as well as PRC domestic companies and PRC high net worth individual clients.
Helen has broad experience in managing large scale international assignment engagements and delivering services covering personal tax compliance/advisory, social security advisory, foreign exchange advisory, merger and acquisitions PRC individual income tax (IIT) and social security due diligence/health check programs, “best practice" HR/mobility policy benchmarking, international mobility management, foreigners' localization programs, global equity plan design advisory and roll out, compensation and benefits structuring, discussions and communications with tax authorities to facilitate settlement in complicated cases, immigration compliance and consulting etc.
Helen’s expertise also covers tax advisory on PRC high net worth individuals who are going abroad for personal/business investments.
Helen is a Certified Tax Agent of PRC and a Fellow CPA of Australia.
